Under the XVII sec of this Ordinance the Governor has the power of controlling Gambling, and with the permission of the Secretary of State would have the power of legalizing it.

Although Sir R.M. does not absolutely ask for permission to issue gaming licences, he infers that he would be glad to be enabled to do so, & evidently expects an expression of Lord Carnarvon's opinion on the subject.

There are many objections to the raising of a Revenue from such a source on the ground of Morality, &
